The Israeli Air Force on Friday carried out raids on Hamas targets in the Gaza Strip in retaliation for mortar fire directed at Israeli soldiers earlier in the day, on the fourth day of tit-for-tat exchanges of fire between Hamas and Israel around the coastal enclave.
Mortars were fired from the Gaza Strip at Israeli soldiers on Friday morning, causing no injuries in what the army said was the 12th incident in three days. The soldiers were operating near the southern edge of the coastal enclave, according to the Israel Defense Forces. The Israeli jets subsequently targeted a Hamas site in southern Gaza, according to the army.
“The repeated attacks against the IDF activities to locate and destroy cross-border tunnels will not be tolerated. Hamas’s diabolical plan to infiltrate into Israeli communities must be stopped. The IDF has the obligation and a duty to safeguard the people in southern Israel and the sovereignty of our borders, we will continue to do so,” said IDF spokesman Peter Lerner in a statement.
The IDF and Hamas are engaged in another round of warfare both above and below ground. The two sides are exchanging fire in the Gaza border area while the IDF continues its operations to locate the terror tunnels of the Hamas military wing. The IDF did the correct thing on Thursday by declaring areas near Gaza with suspected tunnels as “closed military zones”, amid concern that Hamas has already infiltrated into Israeli territory, even as training exercises. It is also important that the IDF is maintaining secrecy on the technological tools being used to locate the tunnels.
The exchanges of fire between the IDF and Hamas in the Gaza border area during the last few days have rattled the terrorist organization, making it fire mortar shells, rockets and light weapons at IDF forces in the area. The firing that intensifies each time that the troops approach a tunnel is helping the IDF locate the openings of the tunnels.
Since the heads of the Hamas military wing invested most of their budget and efforts in the digging, fortification and reinforcement of the tunnels that they planned to use to invade and attack Israel, the destruction of the underground network may have three main results:
1. In the coming days, the Hamas military wing may lash out in a desperate attempt to land a major blow against Israel. It is expected to be significantly weakened by the IDF operations in the near future but regain strength in the long term.
2. The military wing of Hamas will suffer a major defeat in the battle for popular support. The dire economic situation in Gaza that is partially due to the diversion of resources to the tunnels and other military means will weaken support among the public.
3. These developments will bring about a change in the balance of forces in Gaza that will benefit the political wing and weaken the military wing.
Finally, it has become clear what the world has been set to expect from the NATO summit to be held in Warsaw on July 8-9. Summing things up, it is clear that the Alliance is moving to the east. It plans to create a Black Sea «allied fleet». It should be done quickly – the standing force should be formed by July.
The 1936 Montreux Convention regulates the transit of naval warships. The document restricts outside navies’ access to the Turkish Straits and the Black Sea to 21 straight days per warship, and a maximum aggregate tonnage of 45,000 tons, with any one vessel no heavier than 15,000 tons.
International law is not strictly observed nowadays, so this problem could be solved. But what mission the new NATO standing force in the Black Sea is destined for?
A bit more than a couple of years ago Washington and Brussels had plans to make Sevastopol a NATO naval base. For many centuries the city has served as an outpost to protect the peninsula. After Crimea was reunited with Russia, Sevastopol became a fortified area with integrated command and control, intelligence and reconnaissance, anti-air, anti-surface ship and anti-submarine warfare capabilities.
Sevastopol’s reunification with Russia was a great frustration for NATO planners. Now they start to mull retaliatory measures. The «allied fleet» is an element of broader strategic plans. A few ships cannot tip the balance of forces in the Black Sea. Neither US, nor Romanian surface ships, nor the Ukrainian frigate Hetman Sahaydachniy escorted by rubber boats, or German conventional submarines pose any threat to Sevastopol. But it may change in the future. The Montreux convention can be changed (or violated), public opinion can be influenced and democratic parliaments can be convinced to approve allocations for creating a really strong maritime force in the Black Sea with Odessa as its home base. The port could be upgraded to host a large naval force.
