The European Union (EU) has issued a directive to all of its 28 member states that forbids any form of cooperation, including funding, scholarships, and research grants, to any Israelis residing in areas that Israel acquired in 1967, meaning the West Bank, east Jerusalem and the Golan Heights.
The regulation, which goes into effect on Friday, means that any contract between EU member countries and Israel or and Israeli entity must include a clause that specifically asserts that those areas are not part of the state of Israel, a senior Israeli official told The Media Line.
“This has always been their position and they’re entitled to their position,” the official said on the condition of anonymity. “But now they’re trying to ram their position down our throats and that’s not acceptable to any Israeli government.”
He said Israeli government officials were particularly angry at not being given an opportunity to discuss the matter before the directive was issued.
The EU has always seen construction of Israeli communities in any and all of the areas acquired in 1967 as a violation of international law. Israel also clashes with the United States on this issue.
“In the past, the EU has tried to undermine the legitimacy of the entire state of Israel,” Avi Zimmerman, the Executive Director of the Ariel Development Fund told The Media Line. “Now they are dividing Israel and saying the only problem is east of the green line (the pre-1967 border) and the rest of Israel is OK.”
Any Israeli entity that wishes to apply for a “grant, prize or financial instrument” from the European Union must first submit a declaration stating that it has no direct or indirect links with the West Bank, the Golan Heights, east Jerusalem and the Gaza Strip, according to the new directives issued by the EU on Tuesday.
In a four-page document obtained by Haaretz, the EU details the full conditions under which further cooperation with Israeli entities can continue. The document is due to be released Friday and was drafted by the European Commission.
The EU makes clear that it “does not recognise Israel’s sovereignty over any of the territories… and does not consider them to be part of Israel’s territory, irrespective of their legal status under domestic Israeli law.”
The guidelines state that “only Israeli entities having their place of establishment within Israel’s pre-1967 borders will be considered eligible.”
Earlier Tuesday, a senior Israeli official told Haaretz that the ruling was an “earthquake” that unprecedentedly turns “understandings and quiet agreements that the Union does not work beyond the Green Line” into “formal, binding policy.”
The directives garnered dramatic responses across the Israeli political spectrum, with many saying it would push the Palestinians further from peace negotiations.
Prime Minister Benjamin Netanyahu harshly criticized the move, saying Israel wouldn’t accept dictates about its borders from any outside forces.
“As prime minister, I won’t allow hundreds of thousands of Israelis living in the West Bank, Golan Heights, and in Jerusalem — our united capital — to be harmed,” he said.
“I expect those who really want peace and regional stability to deal with this matter [of West Bank settlements] after they solve more pressing problems in the region like the Syrian civil war and Iran’s race to get a nuclear weapon.”
“We will not accept any foreign dictates about our borders. This matter will only be determined through direct negotiation between the [two] sides” of the Israeli-Palestinian conflict, he stated.
Prime Minister Benjamin Netanyahu spoke out on Tuesday against a new European Union directive that bars its 28 member states from cooperating with Israeli entities in the West Bank, the Golan Heights and East Jerusalem. Later Tuesday, a bitter Bennett declared on Channel 2 that, “Catherine Ashton [the EU foreign policy chief] will not force us to hand over Jerusalem to our enemies.”
Bennett called the decision a “financial terror attack,” but downplayed its importance. “For 65 years, we have experienced embargoes and sanctions, and yet trade with Europe, China and the US has never been better,” he said.
Bennett added that the European move would likely mean a smaller role for Europe in the Israel-Palestinian peace process. “You can’t have it both ways. You can’t ask to be involved in the process and at the same time take one-sided action.”
In an Army Radio interview, Elkin called the decision worrying, and said it would strengthen the Palestinians’ stance — reducing their motivation to compromise with Israel in peace efforts.
Finance Minister Yair Lapid called the EU’s decision “miserable” and ill-timed, and said he planned to make it clear to Israel’s friends that their decision only serves to push peace further away.
US Secretary of State John Kerry’s efforts to revive talks between Israel and the Palestinian Authority suffered a serious blow on Tuesday. But this time it wasn’t the Palestinians or the Israelis who derailed the process, but the US’s ostensible ally in the quest for peace, the European Union.
You don’t have to be a dyed-in-the-wool Likudnik to understand that the clear and immediate effect of the EU’s new policy directive barring cooperation with Israeli entities over the pre-’67 line will be to prompt the hardening of the already inflexible Palestinian position regarding new talks.
Publication of the new directive coincided with Kerry’s latest visit to the region in his indefatigable bid to restart the talks. Some voices in Israel have hinted that the EU decision was taken in coordination with the US administration, and even with Kerry’s approval, with the goal of pressing Prime Minister Benjamin Netanyahu to show greater conciliation in dealings with the Palestinians or at least to slow construction in the settlements. This notion seems fanciful.
The EU decision comes at a critical juncture in the US-led effort to resume talks. And rather than pushing both sides towards greater flexibility, the EU is essentially saying to the Palestinians, “No need to hurry. Whatever you don’t get by negotiations, we’ll be sure to attain for you by force [of economic sanctions].”
Predictably, the Palestinians rushed to praise the EU move. The PA did so, and so too did Hanan Ashrawi, the representative of the PLO’s executive committee, who described the new directive as a qualitative development in the EU position. The Palestinians, said Ashrawi, have been demanding for a long time that the nations of the world translate into action their decisions on the issue of settlements, and make plain to Jerusalem that there is a price to pay for its activities. She also urged other nations to take similar steps.
Israel, for its part, has no reason to be too surprised by the EU move. The EU is simply punishing Israel’s decision-makers for having done everything possible to ignore Europe when it comes to the peace process.
But the fresh directive is still sending a shock wave through Israeli diplomatic circles — not because anyone is surprised about the position it takes, but because of the precision with which the EU indicates it is to be implemented.
“They crossed a line,” a senior Israeli official told The Times of Israel Tuesday. “That the EU won’t sign an agreement with Ariel University [in the West Bank] is no secret. But now they are going to force the Hebrew University to promise that no scientist working on a program [that enjoys EU cooperation or funding] lives over the Green Line,” including in apartment complexes down the street from the university campus on Mount Scopus — “or in the Jewish Quarter of the Old City, which has been Jewish a bit longer than the EU.”
As another official noted, the EU’s new policy is in effect demanding that Israel deny — in writing — any rights to the Western Wall, Judaism’s holiest site, as a precondition for signing any agreement with the EU.
Gal-on’s take was unsurprising. So, too, the outraged protests from less dovish Israeli leaders.
What was striking about the latter, though, was that they extended their criticisms to assert that the EU was demonstrating an incapacity to function as a fair-minded peace broker. And that was because, if it does indeed truly seek to implement its latest directive, and condition further dealings with Israel on a government acknowledgement that all territory beyond the Green Line is not part of Israel, the EU may have issued a demand to which few mainstream Israeli leaders will acquiesce.
A must-read article this month inEsquire Magazine, entitled “Why Are We So Obsessed with Israel? Hint: It’s Not Doing Any Good,” wisely examines the world’s obsession with the Jewish state. As columnist Stephen Marche wisely observes, “The obsession has gone on long enough.”
Marche rightfully notes an unfair obsession with Israel. Some pearls:
Israel has made it clear that it will deal with a nuclear Iran itself, and frankly, when all is said and done, Israel probably knows best. Its existence is at stake. As for the notion of a peaceful resolution to the Israeli-Palestinian struggle, there is no hope and therefore no pressing reason for intervention. So why bother? Why talk about it?
Now, with American Secretary of State John Kerry returning to the Middle East for his sixth trip in three months, and continued talk of the need to compromise and reach “peace,” this Public Relations Agency CEO wanted to offer John Kerry some tips on where he can better spend his time than on Israel.
Mr. Secretary Of State: The Jews aren’t the problem. If you feel the need to visit the Middle East, just around the corner from Israel is a place called Syria (S-Y-R-I-A). In Syria, over 100,000 people have been slaughtered in the last two years, including more than 5,000 children under the age of 16. What can be more important than helping these people who have been killed in what many have called the largest humanitarian crisis in the last 50 years? Imagine if 5 Arabs had been killed in Israel what noise would be made? So when it’s 100,000 killed a few miles from Israel, are they less important? Embarrassing to put focus anywhere else.
But, once you solve that issue, also just around the corner from Israel, you can deal with the Egyptian military who removed the Muslim Brotherhood from power, whom you and your boss, President Obama, helped get into office. Major problems in Egypt – and of course there are implications as a result with other traditional American allies in the region, including Saudi Arabia, the United Arab Emirates, and Kuwait, over the path forward in Egypt. That should take care of a few days, no Mr. Secretary?
Esquire noted regarding Kerry’s Israel visits, “There is nothing he could be doing that would be a bigger waste of his time, including windsurfing.” They are so right. Although once the avid-wind-surfer is done, he can further hone his yachting skills on the $7 million yacht he was on during the Egyptian coup. (Talk about a public relations disaster! Stay away from yachts when the world is on fire.)
Governments and the media have an unfair obsession with the Jewish state – and while it is simply gorgeous this time of year, there are much more important places for Kerry to focus. What better time than now, with Syria, Egypt and much of the Middle East in chaos, can there be to realize that maybe, just maybe the problem in the region isn’t with America’s closest ally, Israel but is elsewhere?

Ya know I'm flabagasted at Gods creation, especially with astronomy. Some of the things they are coming up with and discovering out in deep space is mind blowing. Dave so true. I grieve for Israel but know that this is what it will take for them to turn to Christ. You don't know how timely your comment is about denominations who spiritualize their interpretation of scripture and end up with erroneous eschatology.
I am currently in a debate on a secular forum currently and there are very few folks with a pre-trib point of view. It is a tough road to engage them in debate. So sad they are missing God working in these last days. Even though they are "Christians" there seems to be a lot of hostility from them.
I post there to warn non-believers of what is coming and the Christians attack me. I find it both sad and odd because I grew up thinking most folks had a pre-trib point of view in the evangelical world. I guess it just another end time sign that people will be blinded to the truth of God's word.

Yea I know WV, I try to keep in mind that everyone is entitled to an opinion. Both sides are saying they have the truth and stand by their truth as gospel. And I will say that I find the oponents of pretrib belief tend to leave out the OT verses about Israel being given back their land. How can can anyone ignore israel's existence and still deny Ezekiel's message? It's got me blowed. Ya know what I believe, there's a lot of pride and low level antisemetism from some corners of the church in denying Israel's relevance in today's world. But anyway i keep moving and wishing Israel peace in Jerusalem.

Why would we want to "predict" anything that evil does? Why on Earth would we want to study, waste our time, on the darkness of "witchcraft" and the Illuminati!? We are to focus on all that is good, not evil, in these Last Days. EVEN when things are rough. Witness to the lost while we still can.
Jesus made it very clear what these Last Days would be like. The Illuminati is nothing, they are nothing, just little men/women running around the world like ants.
God Almighty is in control, and they can do nothing without His allowing it. This is ALL part of His Plan, and time is growing very short. We need to focus on the Light of Jesus, and His SOON Return for us, not focus on the darkness all around us.

Like I said, it might be a silly question but it was genuine and one of those things I've always wondered about. Thanks for your input anyway.
They've found a palace that belonged to King David, or the area that housed it. I've always wondered at the beauty of his palaces. The Bible also mentions Israel's forests. I always picture old Canaan/Israel as being covered in bushland but the pictures I see today shows some of the nation desolate and razed. I've always wondered if those forests are still there and what ever happened to the vegetation as a whole!
Have a great day all and remember God loves us 24 hours a day, and longs for us to trust him. If I could just share with you all what Jsus showed me in John 14-16. He said if we obey him he will do these three things for us: give us the Holy Spirit as our personal companion John 14:15-17, he and the father will love us and Jesus will reveal himself to us John 14:21, and v 23 the Father and Jesus will come and live with us.
Maybe that might help someone in there journey with God. If God loves us, surely we can each other!

G'day Mary, thanks for the encouragement sister. Goodness knows in this world of evil and trouble we need all the help we can get.
Just an interesting fact I got from watching an interview with a neurosurgeon (or she's into research in that field). Anyway she said that our brains are naturally wired through the heart muscle when making decisions, and an organ in the heart (or something like that) is what convicts us to help us make right decisions. Hence when we do something wrong, a guilty conscience. So that's why God talks a lot about the heart when dealing with our convictions, repentance etc. the other thing is we also are wired biologically (ithink she said) for good things, to think about good things and to enjoy good things and to do good things. Sin has traumatised, destroyed I suppose you could say the ability to do good. The thing is we can't fix all this trauma ourselves, the damage is done. That's why Christ comes on the scene and works in us on our behalf. Only he knows what needs to repaired. And why we don't rely on our own strength to do the things God wants because we can't. Christ comes into our life and repairs the connections, builds new neuro trees so we can think straight and then act straight.
Anyway she's the expert, I'm not. I forget her name though but she had a lot of interesting facts about the brain and heart. So the Holy Spirit works Spiritually and biologically in us during his dwelling in us.

If I may, could I just throw something else with regards to what this Neuro surgeon said about brain function. She said under a microscope they can tell now what bad thought patterns look like. Basically they look like micro scopic black trees (or something like that) and its from these black trees that we think from and act. My point is have you ever for example tried to sleep at night but you couldn't because you were feeding on and thinking about an anxious thought? I have many times. That's when I'm thinking from one of these black trees, apparently. But one night I felt the Holy Spirit whisper to me to think Psalm 23 old king James of course, saying it over and over in my mind, so I did. Do you know within a five minute period I felt the sensation of this ugly thought tree dissolving and peace slowly taking its place. I don't know, but scripture, ie God's word has a dissolving effect on these thought processes.
You see biologically she said that we are wired for paradise, ie, no trauma, no worries, all our needs met, beautiful scenery to enjoy etc etc, but sin has destroyed our ability and right to live in that paradise. That's why when we see terrible things or experience stress of some kind we end up with trauma, PTSD and other nasty conditions like that. Can you see the connection with Eden, creationism and God. We were designed to live in paradise with God but that connection was severed, we were banished from his presence because Adam and Eve let us all down. That's why we're soooo alone and traumatised because we need connection with God.
The Christian life is mostly about getting reconnected with our creator so we can enjoy Him in the paradise He has waiting for us. The problem we don't know how to handle paradise properly in these bodies; we would squander it and waste it, abusing and using it for our own ends, and that's why Jesus came, to transition us back to where we should be; in paradise with Him.
This isn't meant to attract dissension, but to help us in our times of loneliness and hopelessness. I believe someone is finding it hard to sleep at night from high anxiety and God knows you and cares for and wants to know His scriptures mentally, because there is your salvation and peace.
