Ayatollah Ali Khamenei has promised a "tough response" after the twin blasts, blamed by officials and state media, that killed at least 211 people earlier in Iran near the tomb of General Qassem Soleimani on his fourth anniversary his death.

"The diabolical criminals and enemies of the Iranian nation have once again wreaked havoc and martyred a large number of our fellow citizens in Kerman," said the Supreme Leader of the Islamic Republic:

"There will be a harsh response to this disaster, God willing."

The explosions occurred 10 minutes apart as crowds gathered in the area for the fourth anniversary of the killing of the commander of the Quds Force of the Revolutionary Guards in a US operation in Baghdad. According to Iran's Mehr news agency, the explosions were caused by devices that were activated by remote control.

Iranian television reported at least 170 wounded.

State television showed Red Crescent rescue workers tending to the wounded at the ceremony, where hundreds of Iranians had gathered for the anniversary.

"Our rapid response teams are evacuating the wounded... But there are crowds blocking roads," Reza Fallah, head of the Red Crescent in Kerman province, told state television.
