Psalm 83 is a imprecatory Prayer...an imprecatory prayer is a calling down of judgment or curse against one’s enemies or those who are enemies of God. The Isaiah 17 war, is Gods Answer to that Prayer. In addition, complete His OT Judgements (coast of Lebanon into the sea exp) upon the enemy nations surrounding Israel spoken of in Ezekiel Chapters 25 through Chapter 32. Israel has always had enemies surrounding them, attacking them. They are mostly some of the same nations mentioned in Psalm 83 at the time it was written, as they are today. The same recycled evil through the ages, with the same nations involved.
The idea that they are at "peace" or "secure" as some say, when it is not what God is saying. God specifically expands on that Verse by saying , they are at "rest"(recovering from the Isaiah 17 war) dwell safely (the world is no longer against them after that war & see their suffering so they are confident that surely they wont be attacked as all of their surrounding neighbors have had Gods Judgements loosed on them) He repeats a second time "without walls" going even further to make His point, "neither bars nor gates". These details were given to Ezekiel in his Vision, to make sure we understand that he is speaking of a future Israel where there is no walls, bars, gates surrounding them for protection as were in ancient times. Zola explained that if Ezekiel or any other person in his day, were to be walking down a road and saw a city without a wall etc., they would know immediately that whom ever lives in that city had no enemies, were confident they would not be attacked by anyone. That is what God is making clear. In the situation with the Ezekiel invasion, Israel has just barely survived a massive war, their neighbors have been wiped out, the world is not condemning them at all but have empathy for them, they are resting & recovering. That is why the world then speculates WHY is Russia & others going in to invade Israel?
God is giving a Vision of the future Israel to Ezekiel.
11 And thou shalt say, I will go up to the land of unwalled villages; I will go to them that are at rest, that dwell safely, all of them dwelling without walls, and having neither bars nor gates,
