Global taxes: UN is grabbing new powers

Global taxes: UN is grabbing new powers whilst finding new ways to milk their climate change cow

Two UN agencies are making plans to tax shipping and aviation, globally, for their greenhouse gas emissions. If successful, the UN’s carbon taxes would add to inflation worldwide and consolidate shipping and aviation into fewer, larger companies.

We should remind ourselves that the UN is a non-governmental organisation run by a handful, relatively, of unelected people who have no authority to tax citizens or companies in democratic countries.

“A cornerstone of democracy is that citizens decide who taxes them. Magna Carta enshrined the principle of consent for taxation; and the American Revolution rallied around the slogan ‘No taxation without representation’,” The Telegraph noted. “The UN’s plan to levy taxes on global trade is a sinister power grab.”

The International Maritime Organisation (“IMO”), an agency of the United Nations (“UN”), is finalising a draft “regulation” for a universal levy or tax on greenhouse gas emissions.  A formal vote is scheduled for October 2026 and implementation in 2027.

Called the IMO Net-zero Framework, they are amendments to MARPOL Annex VI, the primary international “regulation” under the International Convention for the Prevention of Pollution from Ships, adopted in 1997 and entered into force in May 2005.

The Framework was approved by the IMO’s Marine Environment Protection Committee (“MEPC”) in April 2025.  It was set to be formally adopted at a specially convened MEPC meeting in October 2025, but the decision was delayed to a MEPC meeting in October 2026.

The MEPC is a specialised body within the IMO.  In other words, it is a group of unnamed, unknown people taking directions from other unnamed, unknown people about a draft that has not been distributed to taxpayers worldwide for their consideration.  For all we know, it is the same small group of people who drafted, approved and are seeking to adopt the text.

To access the draft, the IMO insists the public create an account: “To access the IMO Net-Zero Framework approved draft regulations and all documents for MEPC Extraordinary Session 2, please visit IMODOCS and create your free account,” it says.

If you choose to create an account, no doubt the UN will be glad to add your details to their centralised database to do who knows what with.  To save our readers the risk of handing their personal details over to the UN, we have provided a link to a copy of the 121-page draft.  We found this link at the bottom of Wikipedia’s page, it may or may not be the latest draft:’ Draft revised MARPOL Annex VI’ (11 April 2025).

“Once adopted, under the tacit acceptance procedure, the regulations are expected to enter into force 16 months later at which point governments will be responsible for enforcing them,” the IMO says.  It sounds like the IMO needs to go back to school and learn about the differences between democracy and autocracy.

So, what has the IMO drafted and approved for adoption at its meeting later this year?

Below, Centrist has summarised The Telegraph’s article, as quoted in the summary at the beginning of this article, which is raising the alarm about the IMO’s proposed global tax contained in the Net-zero Framework.

Two United Nations agencies are moving toward emissions charges on global shipping and aviation, prompting warnings that unelected international bodies are gaining tax-like powers over major sectors of the world economy.

Writing in The Telegraph, energy policy scholar Brenda Shaffer argues that the International Maritime Organisation (“IMO”) and International Civil Aviation Organisation (“ICAO”) are seeking to impose costs on shipping and air travel without democratic accountability.

The IMO’s proposed Net-Zero Framework includes a global fuel standard and greenhouse gas emissions pricing mechanism for shipping.

New 4.9 Quake Felt in Venezuela, Days After Major Earthquakes

A new ‌earthquake struck off the northern coast of Venezuela on Friday afternoon, days after twin ‌quakes flattened buildings ‌and killed nearly 1,000 people.

Reuters witnesses in Caracas and Maracay felt the quake, which earthquake monitor EMSC ‌said had a ‌4.9 magnitude.

US Strikes Iran in Response to Attack on Commercial Vessel in Strait of Hormuz

The US military on Friday struck Iran in response to an attack on a commercial vessel in the Strait of Hormuz.

On Thursday, Iranian drones attacked a Singapore-flagged cargo ship exiting the Strait of Hormuz amid a ‘ceasefire agreement.’

Earlier Friday, President Trump said Iran’s attack was a “foolish violation of our ceasefire agreement.”

“The Islamic Republic of Iran shot at least four One Way Attack Drones at Ships transversing the Strait of Hormuz. One of the Drones solidly hit the upper deck of a large and very expensive Cargo Carrying Ship. Damage was done, but the Ship was able to proceed on its way. We knocked down three other Drones. Obviously, this is a foolish violation of our Ceasefire Agreement,” Trump said.

Later Friday, the US military conducted strikes against Iranian missile and drone storage locations.

Per CENTCOM:

U.S. Central Command (CENTCOM) forces conducted strikes against Iran, June 26, as a powerful response to yesterday’s attack on a commercial ship that was transiting the Strait of Hormuz.

U.S. aircraft struck Iranian missile and drone storage locations and coastal radar sites after Iran hit M/V Ever Lovely on June 25 with a one-way attack drone. The Singapore-flagged cargo ship was exiting the Strait of Hormuz along the Omani coast at the time of Iran’s attack.

The unwarranted aggression against commercial shipping by Iranian forces clearly violated the ceasefire. Furthermore, Iran’s dangerous behavior undermined freedom of navigation as commerce increasingly flows through the vital international trade corridor.

CENTCOM forces continue to provide safe passage coordination and support to commercial vessels transiting the strait. The U.S. military remains present and vigilant to ensure all aspects of the agreement with Iran are adhered to, obeyed, and in full force and effect.

Hezbollah regroups as Israel holds fire under Lebanon ceasefire

Hezbollah regroups as Israel holds fire under Lebanon ceasefire

Despite ministers' complaints over operational restrictions in Lebanon, Israeli forces operating deep inside Lebanese territory have been instructed by the political leadership to remain in a defensive posture rather than carry out offensive operations. Following U.S. pressure that led to the ceasefire, troops are awaiting decisions from the political echelon regarding their future deployment in the area.

At the same time, security officials stressed that Hezbollah is using the ceasefire to regroup. The terrorist organization is collecting intelligence, repositioning across the area, and attempting to determine the locations of IDF forces and the methods they are using. The IDF is aware of these efforts and is adjusting its operations accordingly.

The IDF on Thursday dropped warning leaflets over the area of the village of Al-Mansouri in southern Lebanon, urging residents to stay away. The move was not a new evacuation order but was intended to prevent friction between civilians seeking to return to their homes and Israeli troops still operating in the area.

Under the current conditions, Israeli soldiers remain deployed at various positions, and the military has developed plans to improve their protection while ensuring they do not remain stationary for extended periods. Earlier in the day, the Israeli Air Force, acting on intelligence provided by the Egoz commando unit, killed seven Hezbollah operatives who were transporting weapons near the security zone where IDF forces are operating in southern Lebanon. The operatives had moved the weapons into a building in the Al-Manzala area that served as a combat and observation post overlooking Israeli forces. According to the IDF, they were using the building to prepare an attack.

Although the troops are not currently engaged in offensive operations, they are attempting to blend into the terrain by occupying dominant positions and using deceptive movement patterns to make it more difficult for Hezbollah to identify their locations or understand their operational methods.

Israeli forces have recently uncovered additional terrorist infrastructure in the area. The IDF's 36th Division, which captured the Beaufort Ridge, is now deployed at several positions along the Ali al-Taher Ridge. There, troops discovered a major underground complex built over more than a decade with Iranian funding and direction. According to the IDF, Hezbollah operatives trapped inside have attempted to emerge from the tunnels, while others have tried unsuccessfully to move near the tunnel shafts.

State of Emergency Declared in Crimea, Traffic Jam of Cars Trying to Leave

State of Emergency Declared in Crimea, Traffic Jam of Cars Trying to Leave

Last week it looked like Russia's control of Crimea was being challenged by a series of drone attacks on fuel supplies. Those attacks led first to shortages and then to rationing and finally to a ban on civilians buying gasoline. Simultaneously, all of the bridges in and out of Crimea were damaged by drone attacks, with the exception of the Kerch bridge.

Meanwhile the largest city in Crimea, Sevastopol was less impacted by the attacks than the rest of the peninsula. While most of the rest of Crimea had no fuel, Sevastopol was only limiting fuel sales two days a week. But a couple of days ago things changed when a drone strike set the electrical substations on fire. Much of the city went dark.

Today, after another massive wave of drone attacks, Crimea declared a state of emergency. Now thousands of cars have created a massive traffic jam trying to escape.

The authorities in Crimea, the Ukrainian peninsula controlled by Russia, declared a state of emergency on Friday after weeks of intense air attacks by Ukraine, including a wave of drone strikes overnight that appears to have been one of the largest since the war began...

Gas stations in Crimea have run out of fuel, with local officials banning sales last Sunday. Summer camps have been canceled and children have been evacuated. Rolling power outages have crippled the territory, disrupting water supplies that rely on electric pumps.

Tourists who had already arrived in Crimea were leaving. On Friday, thousands of cars were lined up on the Crimean side of the bridge linking it to the Russian mainland, with none on the other side waiting to enter, officials said

All of this happened after a large number of strikes earlier today.

Russia's Tass state news agency said Ukraine fired more drones in the attack than it had during any previous assault in the last year. The Russian Defense Ministry said 660 drones were intercepted. The previous largest Ukrainian attack this year involved 556 drones, on May 17...

Ukraine's national Security Service said that Ukrainian drones struck two military vessels and several air defense systems in the Kerch region of Crimea. Russian and Ukrainian channels on the Telegram social media platform reported a strike on the Azot chemical plant in Russia's Tula region, which would be the second time the facility was targeted in two weeks.
