Russia launched a military operation in Ukraine in February after the people's republics of Donetsk and Lugansk (DPR and LPR) appealed for help to defend themselves against Ukrainian forces.
On 30 September, Russian President Vladimir Putin, the heads of the Donetsk and Lugansk people's republics, and the governors of the Kherson and Zaporozhye regions, signed agreements on the accession of these territories to Russia.
Accession was decided on after the Donetsk and Lugansk People's Republics, and the regions of Kherson and Zaporozhye held referendums on whether to become part of Russia. A vast majority of voters supported the move.

Nine countries of Central and Eastern Europe issued a joint statement on Sunday endorsing Ukraine for NATO membership.

"We Presidents of Central and Eastern Europe… firmly stand behind the 2008 Bucharest NATO Summit decision concerning Ukraine's future membership," the statement read.

The document was signed by presidents of Romania, the Czech Republic, Estonia, Latvia, Lithuania, North Macedonia, Montenegro, Poland and Slovakia.

They called on Russia to "immediately withdraw from all the occupied territories" and reiterated their refusal to recognize the legitimacy of Russian accession of territories to the east of Ukraine.

Treaties on Accession of New Regions to Russia in Line With Russian Constitution - Court
The Russian Constitutional Court ruled on Sunday that the agreement on the admission of the Donetsk and Lugansk people's republics (DPR and LPR) and the Kherson and Zaporozhye regions to Russia was in line with Russia's constitution.

"To recognize the international treaty between Russia and the Donetsk People's Republic on the admission of the DPR to Russia as a new subject, which is not yet in effect, as conforming with the constitution of Russia," the ruling read.

Similar provisions were cited with regard to the LPR and the Kherson and Zaporozhye regions.

Russia's lower house will consider the ratification of accession treaties and amendments to constitutional laws necessary for the admission of the regions to Russia on Monday, house speaker Vyacheslav Volodin said on Sunday.
